FSSAI has revised specific migration limits for three plasticiser groups used in food contact plastics. Converters and food brands qualifying packaging against the earlier limits will need to review whether their existing migration data still demonstrates compliance.

What changed

The limits themselves have tightened, and the simulant and contact condition combinations prescribed for certain food types have been clarified. A migration study run under the old simulant set may no longer be the study the regulation asks for, even where the measured result is well inside the new limit.

Who should re-test

  • Converters supplying films, laminates or closures for fatty foods, where the simulant assignment changed
  • Brands that qualified a packaging structure more than two years ago and have not re-tested since
  • Importers of food service ware and packaging relying on an overseas certificate issued to EU limits

How we have mapped it

We have set the new limits against the migration panels our packaging clients already run, so in most cases the answer is whether the existing data can be re-reported against the revised limit or whether a fresh study is needed. For clients with historic reports from us, we can make that call from the file without new testing.

Send the packaging structure, the food type and the fill temperature and we will confirm which simulants apply and what the study will cost.
